                         Agriculture Policy

1.A maximum land ownership ceiling of 25 acres of non-irrigated land per family shall be fixed and lands in excess of the ceiling shall be resumed by the State without compensation an distributed free of cost among landless peasants, tenant farmers and agricultural workers.

2. All state lands shall be distributed among the local landless peasants, free of cost.

3. Peasants who have been given state lands under various land distribution schemes shall be conferred ownership rights over such lands.Lands given free of cost to absentee allottees, especially civil and military officers, shall be confiscated and distributed to landless peasants and tenants.

4. Peasants/farmers shall be provided credits, agricultural implements, fertilisers and pesticides on easy terms; fragmented and uneconomical land holdings shall be integrated.

5. Laws pertaining to the terms & conditions of work and wages of agricultural workers and their right to organise, shall be framed in conformity with the principles laid down by ILO.

6. There shall be no ejectment of landless peasants/tenants farmers until substantive land reforms have been implemented; all forms of forced labour shall be abolished.

7. Civic facilities provided to urban areas shall gradually be extended to rural areas; agro-based/home-based/cottage industries shall be set up in the rural areas.

8. Modern mechanised farms shall be turned over to the joint ownership of peasants on cooperative bases, in which a peasants right of ownership shall be equal to a subsistence unit; cooperativisation shall also be encouraged in fragmented land holdings.

9. State procurement prices of agricultural products shall be fixed, keeping in view the interest of the peasants as a matter of preference.

10. The agricultural policy shall be so formulated as to give preference to self-sufficiency in the production of people’s needs and generate employment.

11. Short-term and long term planning shall be undertaken to ensure the supply of water for irrigation and preservation of the fertility of land.

12. Modern scientific agricultural institutes shall be set up throughout the country to provide training to farmers and peasants.

13. The remaining titles, purses, honours and concessions bestowed by the British colonial regime upon former rulers of princely states and tribal sardars shall be abolished.

14. All such lands which the tribal sardars had forcibly acquired in the name running the sardari system shall be re-distributed among the people.

15. Necessary measures shall be taken at Government level for the development of cattle-breeding/animal husbandry, fishing and forestry.

16. Afforestation of as much barren land as possible shall be undertaken; existing forests shall be protected and preserved.
