1. Equal rights and opportunities in political, economic and social life for all the citizens of Pakistan, irrespective of race, ethnicity, religion, sect, caste, creed and gender: -
- Equal status to all the constituent nationalities of Pakistan and firm guarantees against any one nationality dominating the other/others;
- Equal opportunities to different languages and cultures of Pakistan to freely develop, enrich and prosper.
- Elimination of all forms of discriminations on the basis of gender.
- Complete freedom to the citizens to adhere to the religion, belief, faith or ideology of their free choice.
These shall be the Guiding Principles of the Party, and the Partys ultimate goal will be the elimination of exploitation of human beings by human beings.
2. The Party shall be a democratic organisation and shall strive to ensure the conscious participation of the people, from the lowest to the highest tiers, in all matters affecting their lives, so that Pakistan may become a genuinely independent, progressive and prosperous democratic and federal state.
3. The Party shall take all legal and constitutional measures to liberate Pakistani society from the stranglehold of the feudal lords, big land-owners and tribal chiefs.
4. The Party shall strive to ensure that the present administrative units of Pakistan called Provinces are transformed into federating units on the basis of commonality of language, culture and history, and geographical contiguity. This transformation shall be brought about through democratic means, with the freely expressed will of the people concerned, so that they are able to develop and prosper in keeping with the true sprit of federalism.
5. The Party shall endeavour to ensure the supremacy of democratic institutions in the country, so that the centralisation of power may give way to the exercise of power in the interest of and in accordance with the wishes of the people.
6. The Party shall strive to establish a secular (non-sectarian) state in which religion shall have no role in the business of the state, and religious minorities shall not be discriminated against. In recognition of the principle of equal rights to all citizens of Pakistan, the system of Separate Electorate shall be replaced by joint Electorate.
7. The Party shall not allow Pakistans territory to be used to promote imperialist interests; a policy of friendship with neighbouring states and those of the region shall be pursued.
8. The Party shall introduce an impartial and non-controversial system of accountability that would be free from political interference, and applicable to all sectors of public life.
9. The Party shall adopt a policy of cooperation with the countries of the region so that the economy of the region may be freed from the control of international lending agencies and imperialist domination, through collective regional efforts; the programmes of industrial, commercial and scientific development shall be planned and executed in the light of the policy.
10. The Party shall adopt an independent foreign policy, free from anti-people bias and imperialist influence and shall be based on friendship with the neighbours.
11. The Party shall work to remove the obstacles thrown by monopolistic and compradore capitalists and the bureaucracy in the path of democratisation of the economy.
12. The Party shall support all efforts for world piece and disarmament including nuclear disarmament and reduction in military expenditure; the Party shall support the right of self-determination of all nations, the Party shall join in the effort to unite all progressive, democratic and working people of the world for the collective purpose of:
- supporting all movements against neo-colonialism;
- addressing the problems relating to the acquisition and repayment of loans and credits;
- elimination of inequalities between developed and developing countries;
- transfer of materials, technology, scientific and other needs from developed to developing countries;
- establishment of a new world order based on justice and equality.
13. The Party shall do all it can for the protection of the environment.
